I think this is by design:

Your signal consists of 1s and 0s, which corresponds to a single bit of information.
A bit is usually represented with 2 values: 0 and 1.
Each 1 or 0 is represented by a peak, which is basically a voltage difference and corresponds to the amplitude of a sine wave.
if you have 9 1s and 10 0s, then the bit is represented by 9 amplitude peaks and 10 troughs (0 amplitude), and there is just one peak per bit, in the same way that the amplitude of a sine wave is 1 when it is at the peak.
so if you have 9 1s and 10 0s, then a sinewave of max amplitude is at 9, and troughs at 0.
