WASHINGTON – The U.S. Defense Department is initiating the process to remove the nuclear arms from the Department of Defense’s operating policy that has directed the military not to use or possess certain nuclear weapons, including B61-11 gravity bombs, according to information obtained by the Federation of American Scientists. The decision to pursue removal from the policy follows President Donald Trump’s request to the military to develop a plan to eliminate their use.
The policy has been in place since the Nixon Administration and has been amended several times since then, but it has never been explicitly rescinded, according to Federation of American Scientists co-director Robert S. Norris. The policy has been described in “colloquial language” as guidance on how U.S. nuclear weapons must not be used. It directs the military to avoid using or possessing certain types of nuclear weapons, one of which is the B61-11 gravity bomb.
In a telephone interview with the Washington Post, Norris said the Pentagon’s Nuclear Posture Review (NPR) process is another step towards elimination of the policy. The review was initiated in 2013 and will provide the military with a new way to assess nuclear weapons.
“The [NPR] is the first step, and that’s probably where the process begins,” said Norris, who added that the review process includes having a draft report drafted by the end of April 2017.
The Pentagon requested that its nuclear policy is removed from the defense policy bill passed by Congress earlier this year. The Senate approved the bill in March and the House passed it in April. It now awaits the President’s approval
